Wondering about one song

I was listening to the song called "Coon Picnic, These are our Heroes" and I'm wondering who Nas is talking about in the second verse. He acts like a tough guy calling out Kobe and Tae Diggs etc. etc. but all of a sudden he bitches up on some subliminal nonsense throughout the second verse.

Nas said this person has an album. I think he might be talking about Puffy cause he said the line about the election and we know how hard puffy was pushing the whole vote thing. Then he said something about the next conscious MC. There is only one concisou MC that has made enough of a impact on hip hop in the last year plus; Kanye West. I dont remember Kanye in any election business though. So if anyone has any idea who Nas is talking about let me know. Cool.
