At this point in the band's existence it did have something to prove to the world. Waters was a dominant figure in the band before, and while he may have oversaw much of the concepts and lyrics behind the albums he was involved with, the fact remained that without Gilmour, Mason, and Wright providing the musical genius as they had for so long Waters couldn't do anything particularly special. The creation of this album and The Division Bell along with everything Waters did in his solo career reinforces this idea. Waters was a poet, and that was the extent of his contribution to the band. For example, all of the most important and most recognizable songs from the Wall, Including Comfortably Numb, Another Brick in the Wall Part 2, and Run Like Hell were musically arranged almost entirely by Gilmour along with much of the rest of the album. This album may lack the lyrical concepts of the Waters era, but it expands on the even more important frontier of intricate musical development. Gilmour's guitar work here and in DB is some of his best by far, and that's at least worth a listen.
